The Federal Government has directed all ministries, departments, and agencies (MDAs) to submit updated nominal rolls and ensure officers’ details on the Integrated Payroll and Personnel Information System (IPPIS) are current, as part of a fresh audit aimed at identifying vacant positions across the civil service.
This directive was issued through the Office of the Head of the Civil Service of the Federation and communicated via a circular dated July 7, 2025, addressed to ministers, heads of parastatals and security agencies, permanent secretaries, and other top government officials.
A nominal roll is an official document listing the names and designations of employees within an organisation and is often used for administrative and human resource management.
Signed by the Permanent Secretary of the Career Management Office, Fatima Mahmoud, on behalf of the Head of Civil Service, Didi Walson-Jack, the memo explained that the update is part of efforts to improve planning and facilitate staff mobility across the public sector.
“To support structured workforce planning and identify both existing and arising vacancies, MDAs are required to compile and submit an up-to-date nominal roll of officers under their supervision,” the memo stated.
The circular outlined submission deadlines based on officer grade levels:
• Directorate-Level Officers (Grade Levels 15–17): Submissions must be made within three days of the circular’s issuance.
• Officers on Grade Levels 06–14: Submissions are due within two weeks.
Additionally, IPPIS Human Resource Desk Officers in each MDA were instructed to ensure all employee records, especially current appointment dates and grade levels, are correctly entered and updated on the IPPIS portal.
The memo emphasized that Permanent Secretaries and Accounting Officers bear the responsibility of ensuring that the data is accurately and promptly submitted to support the exercise’s overall success.
