President Bola Ahmed Tinubu has refused to approve a bill seeking to establish the Federal University of Education, Numan, in Adamawa State.
According to Afripost, his decision was communicated in a letter to Speaker of the House of Representatives, Abbas Tajuddeen, and read during Tuesday’s plenary by Deputy Speaker Benjamin Kalu.
Explaining his reasons, Tinubu pointed out that Section 22 of the bill assigns the authority to manage and dispose of land to the state governor instead of the President, which contradicts the legal framework for federal institutions.
He also noted that the bill failed to include a provision in Section 25(b) explicitly stating the university’s authority to confer degrees.
The bill, passed by the House in 2024 and sent to the President for approval, will now require further legislative review before reconsideration.
