Tension gripped River Park Estate in Lugbe, Abuja, on Wednesday after residents and homeowners woke up to blocked access roads allegedly barricaded by a firm said to be acting with the backing of the embattled Registrar-General of the Corporate Affairs Commission (CAC), Hussaini Ishaq Magaji, SAN.
Videos obtained by Starnews NG showed policemen and heavy-duty bulldozers stationed at key entry points into the estate, triggering panic among residents and causing severe traffic gridlock as movement in and out of the area was restricted.
A source told Newsmen that the action was carried out by Paulo Homes through its officials, identified as Azike and Anazia, who allegedly deployed machinery to block roads within the estate, effectively trapping homeowners and residents.
Some affected residents described the development as alarming and appealed to President Bola Tinubu and the Attorney-General of the Federation (AGF) and Minister of Justice to urgently intervene, alleging that the actions were being driven by impersonators and defiance of lawful directives.
The incident comes despite earlier intervention by the Office of the Attorney-General of the Federation, which reportedly ordered the CAC to suspend all corporate actions relating to the companies involved in the River Park Estate dispute, pending a comprehensive review of police investigation files.
In a letter dated September 24, 2025, and signed by the Permanent Secretary of the Federal Ministry of Justice, B. E. Jedy-Agba, the AGF directed the CAC to place a caveat on the records of Jonah Capital Nigeria Limited and Houses for Africa Nigeria Limited to prevent further corporate changes during the ongoing review.
The directive followed allegations of forgery and fraudulent activities linked to the ownership and development of the multi-billion-naira River Park Estate. The Federal Capital Territory High Court had also ordered all parties to maintain the status quo on the disputed land, effectively halting development and transactions pending the determination of the case.
However, Starnews NG gathered that the CAC Registrar-General allegedly defied both the court order and the AGF’s directive by effecting changes to the companies’ corporate records, a move that has since drawn scrutiny from the National Assembly.
The House of Representatives recently received a petition seeking investigation into the alleged unlawful tampering with the corporate records of Jonah Capital Nigeria Ltd and Houses for Africa Nigeria Ltd. The petition, presented by Hon. Muktar Tolani Shagaya, accused the CAC Registrar-General of extrajudicial removal of directors and unlawful alteration of share ownership to favour rival claimants.
In response, the CAC denied any wrongdoing, insisting in an official statement that it acted within the powers granted under the Companies and Allied Matters Act (CAMA) 2020, and that any corrections to company records were carried out lawfully, transparently and in line with due process.
Meanwhile, the long-running ownership dispute over River Park Estate continues to escalate, with Ghanaian investors accusing the CAC leadership of illegally altering company ownership structures despite pending court actions and directives from the Attorney-General’s office.
Residents fear that the latest barricade and show of force could further inflame tensions, disrupt daily life and undermine investor confidence, as calls grow louder for federal authorities to enforce court orders and restore normalcy to the estate.
