…Degree Now Required for GL.15 Advancement
The Ondo State Government has announced a major shift in the civil service promotion policy, stipulating that only workers with relevant university degrees will be eligible for advancement to Grade Level 15 (GL.15) within specified cadres.
According to a circular issued by Mrs. R.O. Dare-Atunse, the Permanent Secretary in the Office of Establishments and Training, and obtained by SUNSHINETRUTH News, the new directive takes effect from January 1, 2025, and affects officers in the Intermediate, Superintendent, and Executive cadres.
The circular explained that the policy change followed persistent appeals by civil servants across Ministries, Departments, and Agencies (MDAs) who had acquired university degrees but were previously ineligible for promotion beyond GL.14 due to structural limitations within their career paths.
Under the new arrangement, only officers whose degrees are directly relevant to their professional line and who have served a minimum of three years on GL.14 will be considered for promotion to GL.15.
However, the circular made it clear that officers in the Superintendent/Technician cadres within the health sector are currently excluded from this promotion window pending further government directives.
Importantly, the promotion exercise remains subject to availability of vacancies and compliance with the existing Schemes of Service across MDAs.
To ensure full implementation, Accounting Officers in all government departments have been directed to disseminate the circular to their staff. Concerned workers are also advised to contact the Office of Establishments for further clarification.
This policy marks a significant development in Ondo State’s civil service structure, potentially opening new career advancement opportunities for qualified personnel while aligning with the government’s goal of strengthening merit-based progression.
